Required HI to block patch non-compliance system

Hi,

I know it'll sound unrealistic but I need a solution or HI which will block/quarantine windows clients which are not compliant to security patches. For example; if  for windows 7  till this month 300 windows security patches is applicable and if any system comes with less than this will get quarantine. We are having altiris as our patch management solution, so can we integrate some thing with Altiris to achieve this ?
