Symantec Endpoint Protection cannot open because some Symantec services are stopped.

I have experienced this for half an year. 

I also tried this previous solution but it didnt work. I am not sure if I did something wrong. Also, it was posted 2 years ago on the previous system. I wonder if there is any update for this solution.
