SEPM 12.1.6 embedded database hangs in Starting status

Hi, just installed SEPM 12.1.6 on Windows server 2008 32bit and Embedded DB hangs in Starting status. I made 2 fresh installations to no avail. When I check the log, DB is created, tables are created but console is unable to logon to DB because service is in Starting state. I already tried that tweak with changeidtype command. It is now set to UNRESTRICTED.

Any suggestions?
