SEP14 - Cloud Definition; bandwidth, latency and advantages

I was testing with SEP14 and it seems that Cloud definitions are the default Agent Package, but I can't seem to find answers to a few importantant questions:

1. What is the bandwidth needed to run this per client?
2. Will this introduce extra latency on the client side as it is waiting on a result from a cloud definition?
3. What will happen if Internet is not available, for instance on laptop usage?
4. What are the key advantages running it this way instead of the Dark Net client?
