System is not shutting down

Hi,

In our environment maximum number of windows 7 system are not shutting down. But after disabling SEP the behavior is normal. We have tried to do troubleshooting un-installing one by one protection technology, but still no luck. Because any one protection component I uninstall the problem got resolved and after some day the problem started again. Completely confuse with this problem. Please help.
