Clients have stopped auto upgrading from 12.1.7 to 14

I need a solution

I have upgraded SEPM from 12 to 14 succesfully a few weeks back and created a new group to start migrating clients from 12 > 14. Up until Friday last week, this was working fine. Any clients I moved to my new "14" group, that has a 14 install package available, were prompting the users to download, installing, then prompting for a reboot.

I've got to the final few machines but now when I move to my new group, they don't auto upgrade. I've made no changes to the SEPM config that I remember doing.

Updates are set to go out over 0 days, so that's not the problem. Upgrade schedule set from 8:00am to 17:00pm. Green dots etc. etc.
All the clients I've moved since last week show as "Ready to accept the upgrade package" and "has accepted upgrade package, version 14.0.1904.0000" but it never actually prompts the user to upgrade. The SEP_INST.log is not modifed from the last upgrade to 12 and the C:\temp\Clnt_inst folder (don't remember the exact name) is not being created either (though I'm guessing these steps won't happen until the user accepts the upgrade).

I've also noticed that the newly moved clients are not updating their policy number in line with the group. At least that's what the SEPM console shows. If I look at the syslog on the client it shows:

"Applied new policy with serial number ** correct number ** successfully."

Yet the console still reports it as being the policy as being an older policy number.

The only way I can get these last remaining machines to upgrade is to delete them from the console then do a remote push, at which point the user sees all the expected prompts. The product then installs fine, but it's awfully frustrating that I didn't have to do this prior.

Any thoughts greatly appreciated.
Many Thanks
