Network Threat Protection block

I am trying to enable Firewall / Network Threat Protection block in the client PC but its not, i try to unlock everything in Symantec Endpoint Protection 12.1.4104.4130, but its tell locked,

I check Articel Howto59111 and Howto55475, but didnt get any result.

Can some one help me please.

I am runing windows XP SP3
