Blocking and logging of a file

Hi all, quick question. We use SEP 12.1.6 and some time ago on the SEPM under ADC I have blocked the file Tor.exe. But i have just noticed that someone at some stage has also added Tor.exe to be logged only in the Exceptions policy. Will this over rule the ADC block setting? So will that file still get blocked?
